Although it has a capacity of 1,500, there were 4,300 inmates at the time of the fire. At the time of the fire, work was being done to expand the jail's capacity. On the night of April 21, a fire broke out in the part where the expansion work was going on, and the entire prison was engulfed in flames.

After the security personnel did not control the fire and rescue the prisoners, the prisoners went on a rampage. By the time the fire was brought under control, 320 people had died and 130 people had been seriously injured. Built in 1834, the prison was notorious for poor management even before the fire. In 1849, 121 prisoners died when cholera broke out in the prison.
